The perimeter of the rectangle is
P(x) = (4x^(2)  + 8x + 8)

Explanation:

Length of the rectangle =
2x^(2)   +3x + 1

Width of the rectangle = x + 3

The Perimeter of the Rectangle = 2 (Length + Width)

So, here the perimeter =
2((2x^(2)  + 3x +1 )+(x+3))  = 2 (2x^(2)  + 3x + 1 + x +3)\\= 2(2x^(2)  + 4x+4) = 4x^(2)  + 8x + 8

Hence,the perimeter of the rectangle is
P(x) = (4x^(2)  + 8x + 8)
