Therefore, many of them believed that the contract with the Virginia company had lost force. As a result of negotiations on November 11, 1620, 41 people, heads of all families who arrived in America, signed a written agreement on board of the Mayflower. In this document, they expressed their intention to establish their own colony and pledged to obey the laws.

This document became the first regulatory source of American constitutionalism, and also became a clear confirmation of the fairly independent attitude of the colonists who did not want to obey external charters.
