This harsh environment require them to develop their current culture that fir the environment, so they focus on agriculture, utilize irrigation technique specific for high elevation, and created several groups with their own leaders to organize the other members.

The fact that their environment was very harsh also made very few other cultures want to visit their territory. This made this culture became secluded until the European came to their territory seeking for resources during the colonization era.
