To find the congruent quadrilaterals, we just have to see how many squares measures their sides and diagonals.

We observe that quadrilateral 1, 2 and 4 have the same side lengths, and their diagonals are placed across three squares. So, these three quadrilaterals are congruent, and the #3 is not congruent with any other.
