He wrote about the tripartite system in which the power should be divided among the legislature, executive and judiciary. He supported a form of government which was not centralised. His model was based on the British constitutional system and the constitution of Roman republic. He argued that during the Roman Republic the powers were separated to prevent any one person from taking over the government. He emphasised that judiciary should be really independent because it is the most important of other two.
