Steve probably suffers from being anxious about his school work , when he feels there is too much work to be done, he is not capable to do it or he doesn't understand what is expected of him and when he is striving to do well just like others in the class. He gets anxious thinking about others performing better than him which is why his teacher is trying to limit a competitive spirit within the classroom.
