According to the Constitution, laws passed by Congress must be approved by "the President," although it is possible for a law to pass without such approval, if there are enough votes in Congress.

That is in a situation whereby the country had a unicameral legislature two - third majority votes of members is needed for the bill to become law.on the other hand, if the country had bicameral legislature, then the upper and the lower house in this case the Senate and the house of representatives will have to come together in a joint sitting to pass the bill by two-third majority, once it is passed by two-thirds majority the bill becomes a law.
