Trans effect

The role of the element present in trans position to the element to be substituted is called the trans effect. The nature of the ligand in trans position effects the substitution, if it has high trans effect it make the substitution difficult.

So when we attach NH₃ first to the ligand it make the trans substitution difficult, hence cis product will be formed.

As NO₂ has very low trans effect, so it doesn't effect the substitution and the trans product will be formed as usual.
