what is the problem for you to understand ?

for a point to be a solution of a set of equations or inequalities just means that when you use its coordinates as x and y values, the equations and inequalities must remain true.

if at least one becomes false, the point is not a solution.

8 >= 2x - y

2y < -4x - 2

out point (x, y) is (2, -3).

so,

8 >= 2×2 - -3 = 4 + 3 = 7

8 >= 7 true

2×-3 < -4×2 - 2

-6 < -8 - 2 = -10

-6 < -10 false

-10 is to the left of -6 on the number line, and therefore smaller than -6.

so, no, (2, -3) is NOT a solution for this system of inequalities.
