y=-3x+7

Explanation:

Parallel means the lines have the same slope.

So they practically give you the slope as -3

Now we can use the form of an equation of a line

Y=mx+b

now we have m- the slope we just need to plug in the coordinate values given- (2,1)

Y=-3x+b

1=(-3·2)+b

1=-6+b

b=7

now we add to our original equation

we know m= -3

we know b=7

that's all we need

substitute

y=mx+b

becomes

y=-3x+7
