It's not a function because the x value of 6 is repeated (6,1) (6,7)
See how 6 appears twice?
When we have a relation that has two of the same values for either x or y, it is not a function.

Answer and Step-by-step explanation:

\huge\boxed{No,it's~not~a~function.}

Since,x=6~and~produces~y=1~the~relation~(6,1),(8,-3),(6,7)~is~not~a
function.

Thus,the~relation~is~not~a~function.
