After Hurricane Katrina devastated New Orleans, there were reports of increased criminal activity and looting. Answer:When there is no social structure, rules becomes blurry and people start to improvise.

Step-by-step explanation:

Social structure refers to proper and stable organisation of institutions that maintains civilisations where people live and interact.

When hurricane Katrina hit New Orleans so many structures where law authorities are located were damaged or demolished which caused a disruption on their daily working schedule.

They had lost resources to work , the focus was more on saving devastated individuals and as they focused on that the actual normal functioning of the society is disrupted .

In the midst of that people find the opportunity to cater for their immediate needs out desperation but for others out of knowing that the social structure is not in proper place.
