While this problem seems confusing, the answer is rather simple.

All you have to do is the reverse of what they are asking.

This is, substract 8 to 60 and then divide by 4:


60-8 = 52\\(52)/(4) = 13

So the interval which 13 falls into is 10 to 20 and the answer is b.
