First we need to clear y from two equations

7y = x -10 14y = -2x +21

y = x/7 - 10/7 y = -2/14 x + 21/14

y = -1/7 x + 3/2

slope = 1/7 slope = -1/7

They are neither parallel nor perpendicular, if they were parallel the slopes will be the same, if they were perpendicular they would have inverse values.
