Frank Norris was a journalist and writer during the Progressive Era, one of his most notable works was "The Octopus". Written in 1901 and based upon the Mussel Slough Tragedy of 1880.

The conflict was an engagement between ranchers of wheat in California against law officers defending the Southern Pacific Railroad. The problem was that the Railroad had leased ranches to the farmers about 10 years earlier with the promise of eventually selling the land to them. But then the Railroad which remains to be the legal ownership of the land open the ranches for sale taking advantage of the improvements the ranchers had made during those years.
