For this case we must find the solution set of the following inequalities:

x-1> 11 or
3x \leq21

We have to:

x-1> 11

Adding 1 to both sides:

x> 11 + 1\\x> 12

The solution is given by all values of x greater than 12.

3x \leq21

We divide between 3 on both sides of:

x \leq \frac {21} {3}\\x \leq7

The solution is given by all values of x less than or equal to 7.

Thus, the solution set is given by:

x> 12 or
x \leq7

Answer:

x> 12 or
x \leq7

(-∞, 7] U (12, ∞)
