Comparing the angles:

G = K = 58

F = J = 87

So E = L = 35

All the angles are the same for both, so they are congruent, not proportional.

Because the side lengths are different on the two triangles they cannot be congruent ( exactly the same) but they are similar since the 3 inside angles are the same.
