Under the articles of confederation why was the national government unable to raise revenue

Founding fathers wanted to make a nation that did the exact opposite of what they hated about Britain, and one of those things was Britain's control over the entire country. They decided the national bank didn't have the power to raise revenue but instead every state made their own decision on if they should raise it or not. hope this helped :)
