r = 22393 m.

From the Coulomb's Law equation F = kq₁q₂/r² we have to clear the distance r:

r = √kq₁q₂/F

Solving:

r = √[(9x10⁹N.m²/C²)(12C)(13C)]/2800N

r = 22393 m
