Step-by-step explanation:

The Declaration and its 1776 sister document, the Articles of Confederation, both needed updating after the end of the Revolutionary War. With the details of the new Constitution set the delegates at the Constitutional Convention wanted to go home. The Federalists believed all that was needed was the Constitution, that there was no need for further restatement or protection of any Rights of the Individual.

The Anti-Federalist basicly responded, "Seriously dudes? Isn't the establishment and protection of Human Rights what our war with the Brits was all about? What do you all got Alzheimers or somethin'? How could you possibly forget about the basics? No way are we Anti-Federalists gonna sign on to the idea of an omnipotent Federal Government that can stomp all over the Rights of the People just 'cuz you Federalists wanna go home!"

And so the two Original Sister documents were both updated with two new younger Brother documents... the Constitution and the Bill of Rights.
