The excerpt below outlines two grievances against the king of Great Britain.

The Declaration of Independence
"He has obstructed the Administration of Justice, by refusing his
Assent to Laws for establishing Judiciary powers. He has made
Judges dependent on his Will alone, for the tenure of their offices,
and the amount and payment of their salaries."
The framers MOST directly addressed this grievance in the U.S. Constitution
by

A. giving the federal government both implied and enumerated powers.
B. describing the rights of the states in the incorporation doctrine.
C separating the powers of each branch of government.
D. guaranteeing all citizens due process under the law.

C
Separating the powers of each branch of government

This is the answer because the grievances are basically saying that judges operated on the will of the king, so separating those powers would solve that problem.
