Answer:

1. Bill is introduced

2. Bill is assigned to committee for consideration

EITHER:

3A. bill is tabled

OR

3B. bill is released for the entire house's consideration

4. Bill is passed by either house

5. bill is ent to the other house for input and consideration

6. differences worked out by a joint conference

7. after both houses agree, bill is signed by the Speaker & Vice President

8. Bill is sent to the President for his signature

THE FOLLOWING MAY HAPPEN AFTER STEP 8:

9A. President signs bill & sends it back to house in which it originated.

OR

9B.president vetoes bill & lists his objections

EITHER

B1. Congress may make changes to meet the President's wishes

OR

B2. Congress may override the president's veto with a 2/3 vote in each house

9C. If president does not act on a bill sent to him within 10 working days, bill automatically becomes law

Intro by Bill

A bill starts as an idea. A citizen or representative must first offer the concept in the House. If the representatives like the proposal, they will draft a bill. In the House, bills are presented in a hopper on the clerk's desk. The clerk numbers the measure before presenting it to the speaker. The speaker will read the measure to the house and then send it to a committee. The committee will determine whether the measure should be debated in the house. The house committee may vote to kill or table the measure.

Bill arrives. After the committee approves a measure, it goes to the house for debate. Section by section, the clerk reads the bill. Legislators will change portions they deem inadequate.
