Graffiti is a destructive force. People calling themselves "artists" spray paint graffiti onto walls, and it costs millions of dollars to remove their "art." In 2012, Los Angeles County spent $28 million dollars of public funds to clear graffiti off walls. That money could have been spent on more important things. Furthermore, graffiti on walls can become a nuisance as the paint used for the graffiti often cannot be washed off, and people have no option but to repaint over and over again. Graffiti artists often spray-paint shabby, inappropriate words and images on other people's property. This is not art; this is vandalism. This vandalism is destroying the natural beauty of our cities and wasting money that could be used to resolve more grievous problems. When painted without the owner's consent, graffiti is considered illegal. For these reasons, graffiti will never be considered as "art" and will continue to be looked down upon by people. 1 What does the article convey to the reader? A.
