In order to understand the often competitive relationship between states and the federal government, it's particularly important to understand one clause in the Constitution that has caused a great deal of argument over its interpretation. According to the Necessary and Proper clause, the congress is given with the power to create any law that must be followed by every departments in the government.

Since congress is part of the federal government , many critics believe that this cause give the federal government with overwhelming superiority to constitutionally assigned a certain task to the states and undermine their authority.
