(1)/(3) means the slope will cause the line to "Rise" 1 and "Run" 3

3 is the same thing as
(3)/(1)

And so it can be said it "Rises" 3 and "Runs" 1

In this case though it is negative, but that doesn't change the way slope works, other than the direction it goes in.

You can tell that since the more the line goes to the right, the more it goes down, it is a negative sloped graph.

and so since it "Rises" -3 for every 1 that it goes right,

the slope is -3
