The correct answer is “Military Power”

Prussia’s military was extremely nationalist and aggressive, they held a strong leadership of self-perpetuating general staff and the military had little interference by civil government. General Gerhard von Scharnhorst was responsible for the revitalization of the Prussian Army, he introduced universal military service which permitted the military to become stronger. This showed on the army’s victories over Napoleon. The Prussian War College - Kriegsakademie - became a model for military staff colleges around the world in the 19th century.
