Why couldn't mast black people vote, even after the 15th Amendment was passed?

Because despite the 15th Amendment, due to Reconstructions' failure, many States and localities were allowed to create racist voting laws that kept African-American men from voting.

These laws were eventually remedied by the Voting Rights Act, which wasn't passed until 1965.
