The Thomas Pinckney’s with Spain, which is also known as San Lorenzo’s Treaty, in 1795 set territorial arguments between Spain and America. It arranged these last ones the right to free navigation of the Mississippi River and duty-free passage through the port of New Orleans, by then under control of Spain. With this explained, we can see that the first part of the sentence is correct but the second one not, so we decide to set as False the whole sentence.

Thomas Pinckney (1750-1828) was and American diplomat and soldier in the American Revolutionary War and the War of 1812, who gained the rank of major general. "In 1795 serving as the ambassador to Britain, Pinckney was sent to Spain to negotiate a treaty regarding boundaries and U.S. navigation on the Mississippi River. In the resulting Treaty of San Lorenzo, Spain agreed to allow Americans to export goods through the Mississippi River."
