(a) The arc length of each of the two smaller semicircles is
4\pi, and the arc length of each of the two larger semicircles is
15\pi. Therefore, the perimeter is
2(4\pi)+2(15\pi)=38\pi.

(b) The area of each of the smaller semicircles is
(1)/(2)(\pi)(4^2)=8\pi, and the areaof each of the larger semicircles is
(1)/(2)(\pi)(15^2)}=(225\pi)/(2).

So, the combined areas of the four semicircles is
241\pi.

The area of the rectangle is 60, so the total area is
241\pi+60.
