By the distributive property of multiplication,

(9x^3-6x^2+3x)/(3x)=(9x^3)/(3x)-(6x^2)/(3x)+(3x)/(3x)

(you're multiplying
9x^3-6x^2+3x by
\frac1{3x})

Then cancel common terms that appear in the numerator and denominator - if
a\\eq0, then
\frac aa=1.

(9x^3)/(3x)-(6x^2)/(3x)+(3x)/(3x)=(3x^2\cdot3x)/(3x)-(2x\cdot3x)/(3x)+(3x)/(3x)=3x^2-2x+1
