Slope intercept form of a line is

y = mx+b where m is the slope and b is the y intercept

y = 2x +b

Substitute the given point in

-2 = 2 ( 9) +b

-2 =18+b

Subtract 18 from each side

-2 -18 = 18+b-18

-20 = b

The equation is y = 2x-20
