parralel line have the same gradient

y=mx+c is the general straight line equation

m represents the gradient

if the equation is y=-2/3x+3/2

m=-2/3

the coordinates (4,-7)

x=4

y=-7

substitute into equation

-7=-2/3×4+c

-7=-8/3+c

c=-7+8/3

c=-13/3

so the equation is :

y=-2/3x-13/3
