This is just like an equation or compound equation, the only difference is that when multiplying or dividing by a negative #, to flip the inequality signs. You can either solve this equation by breaking it into to equations:

13 < 4x -7

and

4x-7 < 25

And then put it together...

... Or you can solve it as a whole. I am going to solve it as a whole

13 < 4x-7 < 25 Given

13+7 < 4x-7+7 < 25+7 Addition Property of Inequality (Add 7 to all sides)

20 < 4x < 32 What's left

20/4 < 4x/4 < 32/4 Division Property of Inequality (Divide by 4 on all sides)

5 < x < 8 Answer

Therefore x must be 6 or 7.
