Explanation:

y = mx + b

m is the slope and b is the y - intercept

The slope is rise/run, count how much it rises, or goes down, and how much it goes to the right. So there are points highlighted for us already, pick 2 points and count the units between them for rise it's 4, for run it's 3. So the slope is 4/3

b is the y-intercept, it's where the line goes through the y-axis, in this case it's -3

So plug the numbers in and it's y = 4/3x - 3
