Does APA format have to have the page number on each sheet of paper and the list of references cited on the last page does that count as word count?​

Yes it needs to have page number heading and title as well as double space

Yes you should number each page, and at the end will be your works cited (which are all the references you used throughout the paper). Don't forget in text citations. The list of references on the works cited page is not part of the word count.
