The scale factor of the dilation is 1 over 2. Why? Well, going from A to A prime is a reduction of 1/2, going from B to B prime is a reduction of 1/2, and going from C to C prime is a reduction of 1/2. The figure is dilated, meaning it is shrunk rather than the shape and orientation being changed.
