Aristotle states that the best government if one in which every man acts the beast and is the happiest. Aristotle’s state is not just an agreement for security against injustice or an organization formed for the economics of the world. Good governments take states towards virtue and happiness, the ultimate goal of mankind.

Answer/Explanation

Aristotle considers constitutional government (a combination of oligarchy and democracy under law) the ideal form of government, but he observes that none of the three are healthy and that states will cycle between the three forms in an abrupt and chaotic process known as the kyklos or anacyclosis.
